Brown the Beef
Cook ground beef in a skillet over medium heat until browned. Drain excess fat. Season with garlic powder, onion powder, salt, and pepper.
Prepare Base
Cook pasta until al dente (or prep potatoes/tater tots). Set aside.
Mix Creamy Layer
In a bowl, stir together soup and sour cream until smooth.
Assemble
Spread pasta (or potatoes) in a greased baking dish. Top with beef, then creamy mixture. Sprinkle with cheese.
Bake
Bake at 375°F (190°C) for 25–30 minutes, until bubbly and golden.
Serve
Rest 5 minutes before serving.
